Found it. It’s in the overflow menu on a user’s replies. But, it’s not there if you’re only viewing the posts from their profile page, you need to actually go to the reply in-line in a thread. THEN you’ll find it in the overflow menu of their reply.
This is currently the only way, as that’s no proper community moderation controls view yet.
