I don’t think I’ve ever seen a poll at 100% on a single topic. Good for you France and Germany.
That’s not a poll. It’s the amount of signatures required per country for this petition to be successfully placed at the EU. In fact I think not all countries require 100%, only 5(?) + an amount 60% (?) of the whole population.

which would have been your cue to realize that it’s not a Poll. Nothing ever gets 100% agreement. Except you live in russia or china, where agreement is part of the TOS you automatically accepted at birth.
It’s the progress towards the required signature count to bring the Petition into the EU Parliament
