I’d have to imagine most of the people calling them “tech savvy” are just seeing them on phones/tablets which are mostly “dumbed down” hardware in comparison to what you can do with a PC. There isn’t much to know about operating a phone or tablet.

You’re right, I was just referring to the device as a whole. The “experience” is generally meant to be grab and use as is no tweaking/new apps or whatever so the general phone/tablet user isn’t accustomed to fixing/adding/tweaking, just tap swipe tap swipe tap swipe.
