Clearly the tactic is to present “if you [do absurdly specific and unreasonable thing] then I will [change my mind about something”, and when inevitably the unreasonable request is not fulfilled, it’s an excuse to continue believing whatever it was you believed before. Infuriating.
And if/when they are successful at completing the unreasonable request, it’s “huh, that’s interesting. Must have been [nonsesne reason], and now you have to [moving of goalposts].”
