If he releases them, they become a news story about his health. If they’re true she gets to focus on the stuff that makes him look bad. If they’re lies we get to talk about that. Literally no scenario where this guy gets to release his records and they’re helpful for him

Politically it’s a no lose situation for Harris.
If he refuses, she gets to talk about that.
