Not trying to defend this guy, but, in some states, 17 is a legal age limit. Hell, I believe Florida has it at 16. I personally think the law should be the same no matter which state you go in. It’s a bit over the top to be labeling him as a rapist, because of the state he was in. Regardless, laws must be followed, but still.

Just looked it up, it is 18 in Florida.
