A Faraday cage (bag) is not sophisticated. WTF, one can build one from chicken wire.
You’d need 3mm holes to block a cell signal. Making that with chicken wire is difficult.
But the sophistication, as I read it, is not technical but understanding how he could be tracked from a technical viewpoint and taking measures to subvert them.
