    To be fair, in this case, he always could. Unlimited pardon power (in practice, at least, since limits have never been tested) has always been a power of the President, and neither Biden nor Trump would be the first to use last-minute pardon powers to issue some…questionable…pardons (to say the least) on their way out the door.
