This is only true for a few extremely authorial places. If you live in a liberal democratic system it is almost certainly legal for you to be high or drunk in public, if you do not cause trouble. And don’t collapse on the sidewalk or something.

Just because a thing is common wherever you live doesn’t mean it’s not illegal, and some jack ass cop won’t decide to make you spend a night in jail.

Being high on most drugs is actually not illegal in most places, owning, selling or consuming them is.
That is true for private locations, that is not true for public locations. Most places definition of public intox includes alcohol or any other drugs.
