The presidency of Jimmy Carter was deeply constrained by economic and political crises. His unwillingness to take a radical stance forced him to respond to these events by imposing austerity and doing little to strengthen labor.
The majority of the party said Carter was too moderate, and after him instead of correcting course the party has become more “fiscally conservative” ever since.
Obama looked like a change of course, but he ignored the party so the neoliberals kept their claws in it. So as soon as he got out of office, the neoliberals still ran the party.
Of course, after the Cheney Administration, anything that wasn’t endless war was going to feel like a change. Just as Biden felt like a change because he wasn’t a petulant, ignorant, egomaniacal child.

The only criticism I have of this comment is that Obama was not a change of course in any way, he was bush jr with a new coat of paint.
