Again, you need to do your homework. In 1870 11.5% of whites were illiterate and a staggering 80% of blacks and other minorities were illiterate. By 1979 only .04% of whites and 1.6% of blacks and other minorities were illiterate. Generally speaking, from 1870 to 2003 the overall literacy rate went from 80% to 99%. A federalized educational system is one of the best things to ever happen to this country, or any country.
