    So they’re going to increase hiring based on race instead of capabilities? (Majority of managers are white guys with a bias towards white guys).

    There’s going to be a bias either way. Why not use one that’s spelled out rather than implicit in each person?

      Because the former is legal, and the latter can be handwaved away.
