An upside down flag is meant to be a signal of distress.
The “cactus-shaped” thing is most likely a fasces, which is a bundle of sticks with an ax in the middle of them. It’s a common symbol of like “together, we are stronger.” It’s used in some generic US iconography, but has also been used by fascists.

I knew the fasces, but only with the axe in the middle of the sticks and its blade above (it sometimes appears this way, in French iconography). I didn’t know this version with the blade on the side of the bundle of sticks.
