That beauty is an American Kestrel, the smallest falcon of North America. It’s about the size of a bluejay, and it’s got the “eyes” on the back of it’s head like some Pygmy owls.
Unlike some fancy birds that aren’t as fancy in person as in photos (cough…Nicobar pigeon), these are just as nice in real life if you get to see one.
