In the US, bathroom stalls are 5 feet tall, starting about a foot off the ground. There’s very few, if any, floor to ceiling doors/ walls for bathrooms here.

The arguments are usually “drug users” or some other excuse, but it’s a cost cutting thing. Cheap plastic walls are cheaper than actual walls.
