Even if it would win votes (arguable), if they get desperate and think they might actually have to pay for their crimes they’ll go to even more extreme lengths than they are now. This meeting of the generals, for instance, could have actually been Saddam style purge.
If it’s a disagreement over government, many of the people running things might be willing to allow the votes to happen. If they think they’re going to hang, then it’s “us against them”.
