My city here in the UK does this. It’s enforced by cameras, speed bumps, etc. When I’m driving it’s a bit annoying but I understand that a pedestrian or cyclist involved in a collision with a car is much more likely to survive when it’s going at 20mph rather than 30. That’s definitely worth a minor annoyance, just means I need to set off to work five mins earlier, big deal.
