Also, Harris was the VP, a position who cannot even present a bill to the senate like a senator can. The entire point of the position is to have someone selected if the President kicks the bucket. They can break a tie if the senate is 50-50 or what not, but thats really it.
I really wish presidents would stay out of bills in the first place though. Defeats the whole purpose of calling it a representative government if the president is impacting the views of representatives and not the people.
