    One of the main issues is that it requires 2/3rds of the senate to remove bad actors. So bad actors only need to ensure they have 34% of the U.S. representatives support to keep on being a bad actor.

      34% is such a large number of representatives to defend a bad actor.

        Not so much in a 2 party system. Many of them will turn a blind eye and not even care to hear anything that one of their party members did because it would make the party look bad to admit that was happening in their ranks.

        A good example is that Matt Gaetz clearly trafficked and had sex with a minor, his assistant is in prison for it and took a plea deal that he would testify in court for a shorter sentence. Yet in exchange for him stepping away from the party, they chose to not even let the charges continue, they just took them off the table in case they want to bring them back up later.
