Yeah its not ok to sniff you daughters panties, ever, in any scenario.
Not sure if jailable offence, but at least automatically someone should speak to the daughter and make sure she’s OK.
I like it, but never giving him a moments peace is a lot of effort to expend. Prison is just easier.
