The whole idea of anti-aircraft lasers on a building in a huge city is ridiculous (their other suggestion is surface-to-air missiles BTW). Even if you succeeded in blinding the pilots there’s no guarantee they’d miss their (large) target (autopilot can be set on a heading), and they would almost surely be crashing into another skyscraper or major populated area nearby if they did miss…
NB: this is the “underdeveloped area of Chicago” the project runners indent to build in btw. Its literally 500m from the Chicago Loop, the second largest business district of Northern America (after Midtown Manhattan), right in the heart of the city. I guess if a plane is shot down there it doesn’t matter much because it’s ‘just Chicago’?
