Because if they sold steam keys too, which they most likely did, as it’s an option as a part of their native storefront page for a game, that’s a violation of the agreement with Valve.

Rainbow Six Siege multiplayer uses Steamplay. So, I’m actually wrong! The DLC is unlocked through a Steam Key, regardless of platform choice (not considering Xbox/PS5). Learning is fun!
