Material wise, they both have the same parts, one just has more. Some fuses even have gunpowder in them to make sure it disconnects since it doesn’t always fully melt, kinda like using an electromagnet. There’s also even Actual resetable fuses too
Breakers are just reusable fuses.
Functionally, I guess so. Materially, absolutely not.
