How deep is the reflecting pool, and how bad do winters get there? I would suggest nerite snails instead, mostly so assholes don’t try to catch and eat the plecos.
Edit: Someone else here suggested daphnia. I dunno why I didn’t think of that first, that’s much more sensible.
Wow I would have thought it would freeze quickly since it’s so shallow. I remember within the last couple years when the majority of the Potomac was frozen solid and people were walking all the way across.

Less than 2 foot deep and it gets cold enough in the winter to freeze solid for ice skating although the NPS hates when people do that.
Only gets hard enough to skate if we’re really lucky. Usually isn’t even frozen
