    They will find a loophole, no doubt. Next thing you know some vague websites sells t-shirts for $20,000 and has their entire stock safely stored in a ditch somewhere.

      I’m sure there will be attempted loopholes, but your idea doesn’t seem to have much of a business case. It’s expensive to store clothing indefinitely as it’s quite bulky for its price.
