Back in the Cold War, Soviet munitions were less accurate, so they made them more destructive so even a miss could damage the target. They’ve been forced to use a lot of old stockpiles since their “weekend excursion” has been going terribly most of its length.
Can we actually assume they are competent enough to send the missiles where they want them to go?
I wouldn’t put it past them, but I also can see them just being bad at what they are doing
They’re sending missiles into civilian apartment buildings with full intent. That they don’t always hit is the achievement of our anti-air.
Or children’s hospitals.
