Heck, they did not even have enough resources to actually wage a war and Hitler was shock that the Allies declared war on them. Many Nazi officials after the war admitted that had the French pressed on with their offensive in Saar in 1939, the war could have ended quickly and saved millions. Because Germany actually only had enough resources to last them weeks at the start of the war.
