They did plan to hint at variants of Kang in the few movies that came after Loki. Then Majors was out, and RDJ came back as Doom too late to do anything in any other movie before Doomsday. Until F4 and the Thunderbolts post-credit. There just hasn’t been that many movies or series between those two events.
Ideally, sure, but then this also happened in the period when they were reducing their output to focus on quality instead of quantity because everyone was telling them they were pushing out mostly shit, so… And this is still seen in how this year only has Spider-Man and Doomsday, and then next year will only have Secret Wars. Setting things up worked when people liked the first couple phases, but Cap 4, The Marvels, Ant-Man and such have not been doing well.

Agreed but it is by design, they decide when they come out. Push avengers by a year and have more in between to build up.
