If you zoom in on the trees, you’ll see that the bokeh looks totally off. Soft and pixelated at the same time, that just doesn’t add up.

My guess is it’s digital processing, phones are increasingly baking it into certain photo modes.
It usually doesn’t look like that though.
Some weird or really old lenses can have effects like this though.
A small jpg with normal bokeh that was then fed into an AI “upscaler” that is desperately inventing details.

The bokeh makes no sense at all, it’s either added by a (terrible) smartphone software or, of course, good old AI slop.
You can make custom bokeh patterns, y’know.
