Velma mentioned in a comment that she does this with other women in the restroom, I’m also someone who does that. Usually it’s a compliment on someone’s outfit or accessory. One time, I saw a woman with a wicked cat eye liner and I told her she looked awesome.
There’s at least one person here who says it happens so maybe not. I wonder if the establishment you’re in matters, I never go to bars or such
