      What do you think that means? Said another way, what kinds of authorities do you think setting and enforcing national energy policy gives them? (Hint: Dictating efficiencies for equipment and appliances is one of their authorities)

        You know one thing about the department of energy and assume thats the entirety. Funnily, the legislation doesnt mention energy effiency standardization, but it does mention natural gas several times. And nuclear energy, and oil, and coal, and solar, and geothermal energy.
