It’s two part. One is sideloading, second is alternative payment processors for subcriptions/in-app purchases to bypass 30% cut that both Apple and Google takes.
Yes, android has had sideloading as long as I remember without rooting. Really the entire Amazon appstore is a sideloading server. Apple sites seem to not know that Android has had some of these features forever.

Yeah I’m always baffled by these articles because Android has sideloading already (and virtually no one uses it).
