Israel is surrounded by hostile nations that are about ten times their population in total. Early on they started if attacked they would retaliate at minimum 10 times the damage and they have followed up on that to the point few nations will antagonize then. Actually had created some peace of a sort with some Middle Eastern countries. Peace long enough that real dialog has been possible.
Hamas has a doctrine that they will drive and kill every last Jew in Israel. This is open and fully stated and has no ambiguity. This essentially makes any possibility of peace only temporary. The Palestinian people in the Gaza strip have become significantly disillusioned with Hamas since quality of life has significantly decreased since they took power in 2007. Initially Hamas was celebrated but with the failure of them to improve their situation, actually making it much worse, we were starting to see open opposition to their rule. Something they would put down thru violent means in past. Much the reason Hamas actually carried out this operation and why they may have done it without full support or knowledge of countries like Iran.
It is unfortunate that Hamas will hide behind their own children and use civilians as shields. They have no qualms how many need to die to stay in power and enrich their leaders.
