      I’m guessing it went like this:

      “Hey Kazakhstan, we’re traced components used in Russian war materials in Ukraine back to you. We know you didn’t build the eventual weapons these items go into, but if keep allowing them to leave your country and go to Russia, the only choice we’ll have is to cut you off from getting this stuff. Either way Russia isn’t getting it anymore through you. You just need to decide if you want to continue having the option to use these internally in your country.”
