I believe the USA required an armor swap. US and NATO used Abrams tanks use really advanced composites. This is technology Moscovites don’t have. We’re all aware that some (all eventually?) of these will be destroyed in battle or captured by Moscovites. The USA didn’t want to hand them this advanced armor. So there has been a project over the last months to swap this with traditional steel armor. That work is done, and the tanks were delivered to Ukrainian defenders.
It’s a good theory but the Chobham armour was invented by the Brits and they sent the Challengers which use it.
You’re half right though, the US legally restricted the high tech armour from being used on export models, so they couldn’t export to UA the thousands of non export models they had in storage, they had to scratch up or convert export models
