The intent is not ethnic cleansing - unless you consider Hamas, the terrorist group, an ethnic group… And nobody “said as much”.
Also, I strongly doubt that 90% figure being accurate for Gaza.

It’s almost like an occupied populace is in itself an inbuilt insurgency for the obvious reasons.
