I mean if you consider those that don’t reincarnate are those that achieved enlightenment (and didn’t choose to come back to teach how to become enlightened), then only the unenlightened remain in the next generation.

That’s is a very Indian Caste system way of looking at things. The system the wealthy there use to exploit others.
It’s not just about wealth it’s pseudo racial and actually very interesting to look into, I’d highly recommend it.
