Ordering an evacuation of a whole area because you’re going to bomb it (even if you know for sure there are terrorists there) is by definition collective punishment. The only counter argument to this is to prove that every single person in that area is a legitimate target.

It literally is. If I order your whole block to evacuate their homes because I want to blow up a meth lab 3 doors down from you, I am engaging in collective punishment. It’s literally what words mean.
