The dude is holding the rebar hook on a tether meant for fall protection. No chance he is going to be able to hold on if that guy falls, they are like 1/4" thick.
To be fair, it’s probably not intended to hold him suspended in the air, just pull him back from the precipice and prevent him from toppling over if leans out too much.
