    I wasn’t familiar with the term, but Wikipedia says-

    In the U.S. House, successful discharge petitions are rare, as the signatures of an absolute majority of House members are required.

      Republicans presently have only a one member margin in their majority. So, you are saying there are no Republicans that will vote for a foreign aid package. I don’t think that’s the case.

        2/3 of congress would need to vote for it. I really do not see that many Republicans willing to go along with Democrats right now.

          Actually, a discharge can move it out of rules. In any case, we’ll have to see what happens.

              Border security can’t get through the Senate, so it really makes no sense to try the House.
