Unfortunately not. Tolkien was more interested in developing the history and evolution of his languages then developing the languages themselves. Sindarin and Quenya are the two most-developed of Tolkien’s languages, but there is not nearly enough vocabulary to be usable as a language.
And unlike some other conlangs, there’s a strong hesitancy to embracing fan-made extensions on the works of Tolkien.
