Will you be able to sign up on the web without a phone number and never need the app? My friend doesn’t want to install the signal app but would be happy to use the website, if there was one.

You still need the Number for verificartion purposes.
The Username can be given out to people you don’t want to give your phone number to to hide it, but you still need it.
It will be like Telegram Username system
You don’t “switch” to a username. Think of a username like a phone number alias that you can change. Username is kind of a misnomer
