Yeah, he absolutely could and should have done what Democratic lawmakers asked him to do and gone with descheduling, but he’s a shitty old drug war soldier down to his bones. Harris, for better and worse, is a team player who will always back up her bosses (even when they make shitty decisions), but when she was running her own campaign in 2020 she supported full legalization, so there’s at least some reason to be hopeful.
The President can only reschedule a drug through the FDA and DEA, as Biden has already initiated.

rescheduling just overregulates the cannabis industry out of business with unneeded legislation while lacking legislation that is needed and allows shoddy products and big megacorp products to be the only ones available

I don’t think you understand drug scheduling. Cannabis is currently Schedule I, same as heroin, LSD, and ecstasy. The proposal is to change it to Schedule III, along side Tylenol with codeine, ketamine, anabolic steroids, and testosterone.
This change would reduce the Federal income tax on the industry to 21%, just like every other industry. It’s extremely beneficial to them, and not just some unneeded legislation.
