He has to be the most over qualified Ensign in starfleet, there are Admirals with less skills than Ensign Kim.
Look, I understand the joke that is Kim never gets promoted. The sad thing is, though, you need people to do certain jobs and rank can prevent that. You absolutely have to have ensigns around.
That being said, he was the worst night shift acting captain ever and deserves a good kick in the shin for that.

I am convinced OPS is a dead-end job. Harry Kim and Data were both assigned to the station, neither were ever promoted after. (Data held the same rank in Encounter at Farpoint that he did in Nemesis.)
