      The diplomat named in the article is Dr Anil Sooklal.

      Your link is to a comment by Vincent Magwenya.

      They don’t look anything alike, and they’re not even the same skin colour or ethnicity.

      Dr Sooklal is in charge of South Africa’s BRICS stuff. Mr Magwenya is the spokesman for Cyril Ramaphosa.

      Not likely to happen. The I and C are by far the biggest players. Between them they have over 35.5% of the entire world population.
