When it gets right down to it, he just wants to see a whole lot of people executed - basically anyone and everyone who criticizes, threatens, troubles, or merely inconveniences him.
It’s also ineffective at stopping drug trafficking. The low level dealers have nothing to lose. And there will always be a disadvantaged individual ready to take their place. Police know the harsher they are on marginalized community the more drugs they use. Drug users and dealers need better life options and usually there isn’t.
