In that series, 5 drivers are American and under 25. It’s too much of an investment to have a driver that will age out in a decade. I haven’t checked who has the SL points required recently, but I think it’s only 2-3 contenders.
Realistically, the potential transfers from Indycar are Palou (Spain, 27 but a champion with the SL pts), Herta (not enough SL pts) and at the outside O’Ward (Mexico).

Cadillac makes those abominations because people buy them. If people would buy something reasonably sized with decent headlights, that’s what Cadillac would make. It’s the people that buy them.
I’m pretty sure their F1 car design won’t have headlights and will be roughly the same size as every other F1 car.
