He is famously an older, petite, and peculiar man with an egg-shaped head and obsessive tendencies. He’s like the polar opposite of the action hero archetype.

I would guess that’s how it is. Unless they make the culprit random each time. That would be a much more difficult game to make.
Yeah more difficult but honestly would be much more worthy of a purchase and attention.
