    First of all the report presumes a 10% rise of emissions in Germany this year compared to the last one. The data for the first half of the year however showed a 9% drop in emissions, so a 10% rise is extraordinarily unlikely to happen.

    Then the report shows a 63% drop of emissions by 2030 compared to 1990, if no additional measures are taken. If the ones in work right now are actually implemented the drop becomes 66%. So meeting that target is actually very much possible. However transport emissions are still likely to be missed, but buildings might be meet, if the proper laws are passed.

    Given all of that the 2045 target is at this point still very much possible and not “set to miss”. There is still time to pass the necessary laws, if the 2030 target can be achieved. If the advise in the report is actually followed, that might even be undercut.
