Was this at a pioneer camp or some similar soviet-bloc institution that would be unfamiliar in our consumerist world?
Pioneers were basically modeled after Scouts, just replacing the religious aspects with political ideology. Usually Pioneers were only for ages up to 14 however. After Pioneers, you were expected to join the Young Communist organization (DISZ and later KISZ in Hungary) which was for ages 14-26.
Like the other Jucika camp comic, this one also more likely references the youth labor camps usually run by DISZ/KISZ.
I think so? There was a conversation from a while back about work corps (not dissimilar to the CCC program in the US) for 16-20 year olds? Not forced labor per se but like, public works projects, forestry, that kind of thing. I think whoever referenced them was thinking back on them fondly, like, basically, camping and working with a mixed sex similar age cohort, making lots of friends… etc.
English Is a bad language for this.
Julica wakes up would be julica felébred
Instead, its actually julica wakes up as in julica ébreszt, or „julica weckt” in german.
Sue wakes up others.
Also the - does not make sense here, as the „title” is the verb what she is doing in that comic, not a title as an julica - a felébresztés, like these bad German names for movies like alien - the creature from outer space

Is the word in English that you’re looking for rouse? Or rousing? As in “Julica rouses”. Or “Julica - rousing” so the dash makes sense again. There’s also Reveille or The Rouse for the morning bugle call.
